The law firm of Goren, Cherof, Doody, & Ezrol, through Lighthouse Point City Attorney Michael D. Cirullo, Jr. and Assistant City Attorney Shana H. Bridgeman, assisted the Lighthouse Point Police Department with filing the Petition on March 14, 2018. On March 15, 2018, Broward County Chief Judge Jack Tuter held a hearing on the Petition and signed an Order Granting Temporary Ex-Parte Risk Protection Order, which allowed the Department to retain the weapons and ammunition it has seized until a final hearing on the matter. At the final hearing, the judge will make a ruling on whether the resident will be prohibited from possessing firearms and ammunition for the 12-month period specified in the Act.  For further information regarding the Act and its implementation, please contact Michael D. Shareholders James A. Cherof and Donald J. Doody played a pivotal role in representing the City of Boynton Beach

Shareholders James A. Cherof and Donald J. Doody played a pivotal role in representing the City of Boynton Beach as it approved a major redevelopment project.  The Town Square Project is an investment of 118 million dollars to redevelop  16 acres off Boynton Beach Boulevard into a pedestrian-friendly, town center to live, work and play.  The plan calls for the historic high school to become a cultural center with a 500 seat auditorium and restaurant space, a first station, library and City Hall in a four-story building, an amphitheater, parking garages, apartments, retail space, a hotel and a police headquarters off site.

Housing Authority of Pompano Beach hires Goren Cherof Doody & Ezrol, P.A.

The Housing Authority of the City of Pompano Beach ("HAPB") hired Goren, Cherof, Doody & Ezrol, P.A. to serve as their General Counsel.  Shareholder, David N. Tolces who specializes in representing Public Housing Authorities, and provides legal advise regarding governance, federal regulations, development, and operational issues met with the HAPB Board of Commissioners and provided guidance with respect to Florida's Sunshine Law, Public Records Law, and Code of Ethics.

Partners Sam Goren, Julie Klahr and Jacob Horowitz made a presentation on ethics, sunshine law, and public records to the Broward County City Managers Association on November 9th.  The purpose of the Broward County City Managers Association is to regularly bring together local government professional administrators to stimulate the highest standards of public service and administration and to promote good fellowship and closer intergovernmental relationships.

Partner Jacob Horowitz invited to speak at Eleventh Annual Ethics Seminar

Mr. Horowitz will be participating in a panel discussion titled "My Lobbyist is a God, Yours is a Monster." The discussion will help attendees identify ethical issues when lobbying, and assist public officials working with lobbyists who may be seeking to influence public policy.  The event is part of the 11th Annual Ethics Seminar presented by the Palm Beach State College Center for Applied Ethics being held November 3, 2017 at the Palm Beach State College, Boca Raton Campus.

Mr. Horowitz regularly lectures on ethics matters and provides ethics training to elected officials in accordance with state law and the Broward County Code of Ethics.

Shareholder Kerry Ezrol has joined the Mission United Consumer Taskforce organized  by Legal Aid Service of Broward County.   The Mission United Veterans Pro Bono Project assists Veterans and their families in a variety of civil, administrative, and military legal areas.   In addition to legal services, Mission Untied offers housing, education, employment. Healthcare and other supportive services to Veterans.  We’re proud to support our community and our veterans.

Hurricane Irma Update

Tuesday, September 12th, 2017 update - our office is intact but at the moment does not have power.  Our attorneys are available by email but there may be a delay in responding. We are working on accessibility now and should have an update tomorrow.

Our office will close at noon on Thursday, September 7th, so that our staff may prepare for Hurricane Irma.  After the storm has passed and the all clear has been given, our office will reopen.  We will update this site if something changes.

Deadline to submit local bills to the Broward Legislative Delegation

The Broward Legislative Delegation conducted a Local Bill Workshop on August 24, 2017. The workshop provided information on the filing process for local bills and voluntary annexations. The deadline to submit local bills to the Delegation is Friday, September 15, 2017. The filing deadline is January 9, 2018, the first day of the 2018 Florida Legislative Session.

Brian Sherman presented at the FLC Summer Research Symposium.  Mr. Sherman presented an overview of Senate Bill 8A, focusing on the number of licensees; location and number of dispensaries; authority of local government; federal law and legal implications on Florida employers.

The Firm successfully obtained a final order of dismissal on behalf of Gateway Terrace, LP, and defeated an attempt to establish certiorari jurisdiction over the Florida limited partnership, which provides affordable housing to seniors and disabled individuals. 4th DCA Upholds Final Judgement in Favor of City of Pembroke Pines

The City of Pembroke Pines successfully defended its actions with respect to the City Commission's decision to not extend water service to property in Southwest Ranches.  The Fourth District Court of Appeal upheld the final judgment in favor of the City of Pembroke Pines in the case of Corrections Corporation of America v. City of Pembroke Pines, et al.

Ruling Affirmed for City of Pembroke Pines

On March 31, 2015, the United States Court of Appeal for the 11th Circuit affirmed the ruling by the 4th District Court of Appeal that the City of Pembroke Pine's termination of an employee was not in retaliation for exercising his first amendment rights.

Defense of Appeal for City of Tamarac

Goren, Cherof, Doody & Ezrol, P.A., on behalf of the City of Tamarac, successfully defended the appeal filed by American Charter Development in the 4th District Court of Appeal.  On April 8, 2015, the 4th District Court of Appeal issued an Order denying American Charter Development's Petition for Writ of Certiorari.

GCDE ETHICS ADVISORY OPINION - Definition of “remuneration” – Broward County Code of Ethics

The Code of Ethics requires elected municipal officials to disclose “all outside or concurrent employment…including employment pursuant to contract, as well as any remuneration received from that employment."  In the absence of an enumerated definition of this term in the Broward County Code of Ethics, the City Attorney’s Office has looked to Fair Labor Standards Act (“FLSA”), 29 U.S.C. 201, et seq., as a premise for defining “remuneration” for disclosure purposes pursuant to the Code of Ethics.
